big question now. what changes, mike, did the speaker have to make to get the votes that he needed on this? >> harris, bottom line he put in a balanced budget amendment proposal that was the key for some conservative republicans who weren't quite comfortable with the speaker's plan. got him to the 218 votes necessary. but before the votes were cast, here is some of the speaker's passionate plea to his fellow republicans. >> this house has acted. it is time for the administration and time for our colleagues across the aisle put something on the table. tell us where you are.
